THE GOVERNMENT HAS $42 BILLION FOR GREEN REAL ESTATE

Experts have calculated that the Obama administration has put together more than 30 programs worth $72 billion that can be used to increase energy efficiency in commercial buildings and multifamily housing.

“The Obama Administration has tremendous, untapped opportunities to use legal tools already at its disposal to enhance the energy efficiency and sustainability of the nation’s multifamily and commercial buildings — all without seeking new funds or authority from Congress,” observes a report prepared by Van Ness Feldman. “All told, the programs identified in this report have the potential to directly provide or facilitate over $72 billion in funding or loan guarantees, and can leverage hundreds of billions of dollars in private investment through instruments such as mortgage insurance and regulation of the real estate lending market.”

Titled “Using Executive Authority to Achieve Greener Buildings: A Guide for Policymakers to Enhance Sustainability and Efficiency in Multifamily Housing and Commercial Buildings,” the legal analysis, suggests several ways the Obama administration can use existing programs to enhance building efficiency:

* Reforming appraisal and underwriting practices at Fannie Mae and Freddie Mac Greening federal banking regulations

* Promoting flexible FHA insurance products

* Integrating energy efficiency and sustainability criteria into competitive grants and funding formulas

* Strengthening minimum property standards for federal housing and economic development programs to reflect energy efficiency and sustainability standards

* Improving performance standards applicable to federal buildings and leases

* Refining guidance applicable to the energy efficient commercial buildings tax deduction and the national historic preservation tax credit

* Using SBA funding mechanisms to support small business energy efficiency investments

* Streamlining Title 17 loan guarantees to make them suitable for buildings

“As an early adopter of green buildings and the LEED green building certification system, the federal government has been a leader in bringing green buildings to cities and towns across America,” said Roger Platt, the USGBC’s senior vice president of Global Policy & Law declared. “This new report unveils an even larger opportunity for the Obama Administration to increase our nation’s energy efficiency, while creating thousands of jobs and saving taxpayers money.”

  1. DOE Proposes New Green Standards for Federal Buildings

    The U.S. Department of Energy proposed standards that would require new and renovated federal buildings to include sustainable building design elements which should lead to less energy and water use and less impact on the local environment.

    The newly proposed rules, if finalized, would require that all new or renovated government buildings are green by design, siting, and construction.

  2. Tallest, Greenest Building in Chile to Open in 2011

    Chile’s Green Building Council named it recently the greenest building project in the country, and it will also feature the tallest tower (70 floors, 300 meters high). Costanera Center, a major architecture developing in Santiago de Chile which will host a shopping mall, offices, homes and a hotel, will likely have one of its sections opened in 2011. The impressive complex –designed by Argentine architect Cesar Pelli and now conducted by architects Alemparte & Barreda, is aiming for a Gold LEED certification.

    The project was launched in 2007 and quickly gained headlines as it promised to be South America’s tallest building. It has four towers of different heights, and a major one that’s 300 meters tall and 70 stories high. In the middle of these lays a shopping mall and common areas.

    Located in the Providencia region of Chile’s capital, it would involve investments for 700 million dollars.

  3. USGBC sued over false advertising, fraud

    A class action lawsuit was filed October 8, 2010, in New York against the USGBC and its founders on behalf of “consumers, taxpayers, building design and construction professionals.” The $100-million lawsuit alleges fraud, unfair competition, deceptive trade practices, and false advertising, among other things. Europe’s largest solar power plant swings its doors open in Rovigo, Italy Italy has now a bunch of solar panels to flaunt to the world, as Europe’s biggest photovoltaic solar power plant opens its doors and begins soaking in the sun. US based firm, SunEdison recently inaugurated the solar farm that will generate enough energy to power up 17,000 Italian homes with green
    energy. Located between Bologna and Venice, this solar power plant, a 70 megawatt facility, was built in just 9 months. Busy soaking in juice from
    the sun in a field in Rovigo, the plant will help prevent the release of a massive 40,000 tons of carbon dioxide in the atmosphere on a yearly basis. That’s almost the equivalent of pushing off 8,000 gas guzzling cars from the
    roads.
